Meet Your 2024-25 ATPE State Officers

ATPE is pleased to introduce our newly elected state officer leaders!

President: Jason Forbis

Forbis currently is an RTI reading and math interventionist for Midway ISD in Region 12 and has been an ATPE member for 27 years. His other leadership experiences include, but are not limited to, Midway ISD campus and district UIL coordinator, Baylor University student-teacher mentor, Midway ISD mentor-mentee program leader, and Midway ISD science and math committee member.

Forbis has served as ATPE state vice president, secretary, and treasurer. He received the Region 12 Elementary Educator of the Year award, is a Stephen F. Austin award honoree and a William B. Travis Award honoree, received the ATPE-PAC Statesman award, and was an officer for a Green Apple award-winning local unit. He was also Region 12 ATPE director, president, vice president, secretary, treasurer, and past president. He was Midway (12) ATPE president, membership chair, treasurer, and a campus representative. He also served as Waco ATPE president, vice president, secretary, and campus representative.

Vice President: Jerrica Liggins

Liggins currently serves as the secondary education director in Paris ISD and is a doctoral student at Grand Canyon University. She also was a District UIL coordinator and a member of the HB 3 board goals and HB 4545 planning committee member.

Liggins has been an ATPE member for 14 years and has served as ATPE state secretary and treasurer. She is a Stephen F. Austin honoree, William B. Travis honoree, and an ATPE-PAC Statesman. She also served as the Region 8 ATPE president, secretary, treasurer, and past president, as well as Region 10 ATPE secretary. She was also Paris ATPE president, secretary, past president, and campus representative.

Secretary: Eli Rodriguez

Rodriguez currently teaches seventh grade English/language arts in Cypress-Fairbanks ISD.

Rodriguez has been an ATPE members for 30 years and was the president of the Local Unit of the Year award-winning Cypress-Fairbanks ATPE. He has also received the ATPE-PAC Statesman award and is an Ann and Bill Crockett Advocacy Award winner. He has served as the Region 4 ATPE director, president, vice president, secretary, treasurer, and past president.

Treasurer: Teresa Millard

Millard currently teaches PreK and is a bus driver in Woden ISD. She has also served as the secretary and treasurer for the South Nacogdoches County Volunteer Fire Department.

Millard has served as Region 7 ATPE director, president, vice president, secretary, and past president. She has also been Woden ATPE’s president, vice president, secretary, treasurer, and past president. During her 19-year membership with ATPE, she has received the 2021-22 Campus Representative of the Year award, is a Stephen F. Austin and William B. Travis honoree, and is an ATPE-PAC Statesman.

Past State President: Jayne Serna

Serna is currently an adjunct professor of history at Austin Community College. She has been an ATPE member for 35 years, which is as long as she’s been in education. Serna previously served as ATPE’s state president for the 2023-24 membership year. She has also served as state vice president, secretary, and treasurer. She was chair of the board Finance Committee, Region 13’s director, president, vice president, treasurer, secretary, and past president. She also served locally as Leander ATPE’s president, membership committee chair, and a campus representative.
