As I write this a few days after the March 2026 Texas primaries, the biggest takeaway from the elections for me is that Texans are engaged—which is typically very good news for public education. Here are some numbers.

Across the Board, Voter Turnout Is Up in Texas

The number of registered voters continued to rise to an all-time high of 18.7 million. This represents an increase of 1.5 million Texans registered to vote compared with 2022, the last midterm election, and an increase of 3.5 million since 2018.

Not only were more folks registered for this election, but also a significantly higher percentage of those who were registered actually voted compared with the two most recent midterm elections or the 2024 presidential election. Although a slightly higher percentage of registered voters turned out in the 2020 presidential primary, the total number of voters this year was greater due to the larger pool of registered voters.

In total, nearly 4.5 million voters, or 24% of those registered, turned out to the polls. That represents a:

36% increase over turnout in 2022, when just over 3 million voters participated

41% increase over 2018, when just over 2.5 million voters voted

Turnout Trends Differ Between Parties

While both parties saw increased turnout this cycle, both in percentage and number of voters, the increases were not uniform. While Republican turnout increased slightly over the 2022 midterm election, the Democratic turnout nearly doubled, and the number of Democratic voters more than doubled.

In other words, Democratic turnout grew much faster this cycle, while Republican turnout saw modest increases.

Perhaps the most interesting statistic: It appears that as many as one-third of voters in the Democratic primary were independents or unaffiliated voters—folks whose voting history includes both parties or those who had never voted in a primary or in any Texas election.

So What Do All These Numbers Mean?

While the numbers alone are fascinating to policy wonks and election nerds—like myself—most people want to know the impact of this turnout on the policies they actually care about.

Before we get to that, it is first important to note that voting in the primary does not necessarily mean someone will vote in the general election, though they are statistically more likely to. Primary participation also does not mean they will vote for the same party in the general election, though again, they are more likely to.

Second, as high as turnout for this primary was, it is probably only about half of what we will see in November. In 2022, general election turnout was just under 42%, and in 2018 it was 45.6%. We do not yet know who the additional voters turning out in November will be or how they will vote.

I mention these caveats because ultimately the November election will determine how state leadership approaches public education policy in the next legislative session.

With that in mind, the overperformance in two key metrics—the huge number of first-time primary voters in the Democratic primary and the better-than-expected performance of Sen. John Cornyn, considered the more moderate candidate in the U.S. Senate Republican primary—may indicate the electorate is looking to balance the scales toward more moderate stances and the prioritization of more substantive issues from our elected leaders.

If that bears out in November, it could be a positive sign for public education issues in the next legislative session.

The last time November turnout approached parity between the parties was 2018, and the following session was generally considered one of the best for public education in recent memory. In that instance, the majority party still won every statewide race, but the narrower margins encouraged them to step back from more extreme issues and instead focus on wooing moderate swing voters through their legislative action.

If the primaries are any indication, November 2026 could be even more impactful than November 2018. Only time—and continued voter engagement—will tell.

It is a truth universally acknowledged that voter turnout in school board races is depressingly low—especially when the school board races aren’t paired with top-of-the-ticket races such as presidential or gubernatorial races. Many of us consistently say “mañana” through the early voting period and then find plenty of reasons to skip going to the polls on Election Day (especially when it’s a busy Saturday in May).

But in a world of Districts of Innovation (DOI) and “Local School Library Advisory Councils,” skipping school board races is increasingly perilous for parents, educators, and all community members. The decisions that affect your planning time, which books you can share with students, and more are in the hands of your elected school board.

The good news is that by working together, ATPE members can move the needle when it comes to voter turnout. You don’t need to look any further than Humble ATPE for a solid example. The local unit has sponsored a school board candidate forum for the past 30 years.

In an analysis of data* from the May 3, 2025, local elections, contested races for the Humble ISD Board of Trustees had an average voter turnout rate of 7.1% compared with 5.8% in two other Houston area school districts (Clear Creek and Pasadena ISDs). Overall voter turnout for the Harris County joint election was 5.44%.

A difference of 1.3% might not sound like much, but when the margins are slim, it can be. Consider this: The race for Position 2 in Humble ISD was decided by 40 votes.

Lots of factors have an impact on voter turnout, and there is always danger in causality. But it’s worth noting that Humble ATPE, in partnership with the Humble Area Retired Teachers Association (HARTA), made a concerted effort to improve voter turnout in the May 3, 2025, elections. Local unit leaders chose to invest in get-out-the-vote efforts that included:

Postcards sent to ATPE members promoting an April 10, 2025, school board candidate forum co-sponsored by Humble ATPE and HARTA;

Posters for Humble ISD campuses advertising the candidate forum;

Push cards to hand out at school board meetings;

Banners to hang at the 12 district campuses in areas with traditionally lower voter turnout; and

Additional postcards with voting dates, polling locations, and a link to the local unit’s candidate survey.

“We tried a lot of things this year,” Humble ATPE President Erika Mitcham says. “I really think the postcards were beneficial. People were getting them and talking about the forum, even if they were not able to attend. ‘Tell me how the forum went.’ ‘What stood out to you?’ It was a good conversation piece.

“We made banners for the schools where we knew there was typically lower voter turnout so parents would see the banners when they went into the schools. We wanted to diversify the election results, and overall, we had more voter turnout this school board election than in the past.”

Time was also a major investment. It’s one thing to pay for banners and posters; it’s another to build relationships with district administration and secure permission to hang them. As longtime Humble ATPE volunteer Gayle Sampley explains, hosting a successful candidate forum starts with the superintendent, who determines whether the district will work with you. With the superintendent’s support, a group like an ATPE local unit will have access to a district facility for the event, district PR support to get the word out, and even access to campuses. It’s critical to be clear in your request that your event will treat all candidates fairly and that your communication will be professional.

“You have to do a good job if you want to be taken seriously,” Sampley says. “And the superintendent can’t show any favoritism.”

Even delivering the banners became a relationship-building opportunity. ATPE members prepared Ziplock baggies filled with zip ties, forum postcards, and a thank-you letter for delivery by HARTA members to the principals whose campuses displayed the forum banners. Humble ATPE leaders also worked hard to promote the candidate forum through community media outlets.

Humble ATPE leaders estimate 275 to 300 community members attended the April 10 candidate forum, with an unknown number watching the livestream or archived recording.

“All the way around, it elevates and raises what people think of ATPE in this community,” Sampley says. “It says this is the kind of organization that does something that is purposeful, real, and meaningful, and that causes a teacher who doesn’t already have a group to join. They see advocacy support going on in their own community that deals with the people who hire them.

“Getting to actually choose who those people are is a big deal. I think every ATPE local unit that has a school district that will allow a candidate forum should find some way to make it happen.”

Mitcham agrees. “We were able to make better connections in our school district and also with our school board members. They know we want to be involved and that we’re watching and listening all of the time.”

If you are interested in getting involved in local advocacy, ATPE’s new Local Advocacy Microcredential, available through the ATPE Member Advocate Program (ATPE-MAP), is a good place to start. This on-demand course explains the importance of building relationships with district administrators and school board members, as well as provides tips for speaking during public comment during board meetings and interacting with local media.

Texas is once again preparing to kick off a new legislative session flush with cash while districts across the state are forced to cut budgets and close schools.

According to Texas Comptroller Glenn Hegar (R), lawmakers will meet in January 2025 with a $21.3 billion budget surplus and $23.8 billion in the state’s Rainy Day Fund. This budgetary boon comes at a time when school districts across the state have been forced to grapple with growing deficits due to Gov. Greg Abbott’s (R) decision to hold public school funding hostage in his 2023 effort to pass a voucher bill. Many districts have had to cut staff and programs and are eyeing even deeper cuts in the near future.

How did we get here?

A bipartisan coalition of Republicans and Democrats in the Texas House voted 84-63 to kill Abbott’s voucher proposal in 2023 despite the governor’s threats to block any efforts to increase school funding or teacher pay until a voucher was passed. Abbott was true to his word in 2023, and then, with the help of millions from out-of-state billionaires including Betsy DeVos and Jeff Yass, who gave the governor the largest campaign donation in Texas history to push vouchers, responded with an unprecedented disinformation campaign to unseat Republicans who had stood up for public schools by voting against vouchers. Much of this primary propaganda focused not on incumbent representatives’ opposition to vouchers but on their purported positions on border security issues. The messaging worked on primary voters, and after the 2024 Republican primaries, Abbott predicted he had secured a narrow majority capable of passing a voucher bill in the 2025 legislative session.

The November election functionally did little to alter the partisan makeup of Texas House and Senate, but it has been viewed by many as a consolidation of the electoral momentum the governor and his preferred candidates carried out of the primary. Seizing on this momentum, Abbott held a press conference at a private Christian school in Tyler the day after Election Day claiming a voucher was all but assured. In response, ATPE Executive Director Shannon Holmes pointed out that the relationship between candidate support and voucher support is not as clear-cut as voucher proponents often make it out to be. For example, in Kentucky and Nebraska, voters solidly defeated voucher propositions despite electing candidates who support vouchers on the same ballot.

Abbott and Lt. Gov. Dan Patrick (R) have each vowed that vouchers will remain their top priority when the new Legislature convenes in January. However, vouchers will be far from the only education policy issue facing legislators. The 2025 Texas Legislature’s sizeable class of new “freshman” legislators will consider legislation regarding school funding, educator compensation, student discipline, school safety, educator certification, special education, and host of other thorny education issues in addition to vouchers—and vouchers, whether they’re called education savings accounts (ESA) or some other marketing term, would divert billions, likely tens of billions, of tax dollars at the state level toward subsidizing tuition for those attending private schools. In other words, vouchers would dramatically reduce available dollars from the state for public education to create a new entitlement for the parents of current and future private school students.

These new legislators, and many of their more seasoned colleagues, will absolutely rely on outside voices to make decisions about how to spend available dollars on these important education policy issues. This is why it is critical for educators to take the lead in building personal relationships with both new and veteran lawmakers so they will rely on your expertise to help them make the education policy decisions that will affect you and your students on a daily basis.

Where do we go from here?

The first step in building a relationship is contacting your elected officials, optimally before the start of the new legislative session. Whether it’s through an email, a letter, a phone call, a meeting at the district office, or inviting them to talk over coffee or a meal, each contact makes a difference. Resources such as TeachTheVote.org can help you find out who represents you in the Texas Legislature and how to contact them.

Take comfort in the knowledge that legislators are members of your community just like you, many times with family or friends in the schools where you teach. But also know that those who hope to defund and undermine public schools are contacting your legislator every day. Educators must engage at the same level or better to prevent legislators from receiving a one-sided view in favor of dismantling the public education system.

For more tips and information on advocating at home and in Austin, as well as additional information on hot-button education policy issues and the extensive set of member advocacy tools ATPE has in place to help you communicate with and build relationships with your elected officials, check out the new ATPE Member Advocate Program. (Called ATPE-MAP for short, this new member benefit presents an opportunity to earn a state- or local-level microcredential in public education advocacy, as well as to earn continuing professional education credit. ATPE-MAP enrollment is included in your ATPE membership, and if you complete the state-level microcredential, you’ll be eligible to be invited to attend ATPE Capitol Expeditions during the upcoming legislative session.)

The environment may seem challenging, but educators have many arrows in their quiver, most notably the ability to meaningfully connect with their lawmakers and serve as local education policy experts. ATPE is in your corner, but it will take our members across the state building and strengthening personal relationships with legislators in order to achieve positive outcomes for Texas public school students and educators.

Whether you’re a teacher, an administrator, a student, or a parent, your voice matters, and this upcoming election is not just about picking a new president; it’s also about making decisions that affect our education system, funding for schools, teacher salaries, and essential programs.

While Texas educators help to shape the future of Texas, our elected officials, primarily the Legislature, help to shape the present and future of the Texas education system. The policies and budget that lawmakers pass affect almost every part of the school system, and districts all over the state need more resources to serve student populations, fund essential programs, and provide better benefits and pay for teachers.

History tells us that a large turnout in voting among parents and educators in a pro-public education fashion can make a huge impact on education policy in Texas. After a rough 2017 legislative session for public education, the 2018 election saw a huge turnout among educators and public education allies. This show of force set up a much more successful legislative session in 2019, when lawmakers passed a historic school finance bill as part of an $11.6 billion school finance measure.

So how can you make sure you’re registered to vote in the county where you live? And how can you as an educator and voter identify candidates who prioritize public education issues?

In this episode of The ATPE Podcast, ATPE Governmental Relations Director Monty Exter discusses the importance of registering to vote and showing up to the polls in the November general election.

Election season 2024 is in full swing, and it will surely be a popular discussion topic during the upcoming school year in the classroom, breakroom, and within the community, both online and in person. You might wonder how to approach these conversations. What is your responsibility as an educator? What are your First Amendment rights? And if you want to be politically involved, what is “legal” at school?

Developing knowledgeable citizens

It would be easy to say, oh, just ignore elections in the classroom in order to avoid issues, but no less than the Texas Constitution charges public educators with “developing knowledgeable citizens for the preservation of liberties and rights for the common good” (Tex. Const. Art. VIII, Sec. 1).

This tenet of a knowledgeable citizenry is echoed in:

The Texas Essential Knowledge and Skills (TEKS), which require lessons on citizenship, civic engagement, and voting (Social Studies, K-12); and

The rationale for the creation of the Texas Educators’ Code of Ethics, which applies to most school employees and notes that educators have accepted a position of public trust and should measure success by the progress of their “students realizing their potential as effective citizens” (19 Tex. Admin. Code § 247.1(b)).

But how you go about developing a knowledgeable electorate is far from clear-cut.

First Amendment protections and limits

Public school educators and personnel do not have unfettered free speech rights in the workplace. A public school’s interest, such as an effective learning environment, may be weighed against an educator’s right to free speech. A school employer may take negative employment action when an employee speaks as a public employee rather than as a private citizen regarding a matter of public concern. However, if an employee’s private speech is not in the scope of ordinary duties and does not seek to convey a government-created message, the employee’s speech may be protected.

When performing job duties, such as providing instruction or attending meetings, public school employees represent the government, and the government can limit employee speech. Schools can require that employees remain neutral or act without bias when it comes to controversial topics. Schools may also limit speech if it is too disruptive to the learning environment, even if it touches on matters of public concern. If the speech interferes with the school’s interests due to parent complaints, requests for student removal, or negative discussion within the school community, a school may limit speech and take negative employment action.

The law imposes a balancing test requiring public school employees to consider whether any speech:

Is part of the employee’s job duties and responsibilities;

Is shared during work or non-work time;

Conveys any government-created message;

Addresses a matter of public concern or is something personal to the employee; and/or

Is disruptive to the learning environment.

What are my rights as an educator?

As an educator, you have the right to participate in community, political, or other organizational activities without pressure or coercion from your employer or colleagues and may not be required to participate in political affairs. In addition, you have no right to interfere with a colleague’s exercise of political, professional, or citizenship rights and responsibilities.

Educators also should not knowingly spend or authorize the spending of public funds, which include school resources, for political advertising. According to the Texas Election Code, political advertising is any paid communication that supports or opposes a candidate or measure. This includes publications and periodicals, radio or television broadcasts, pamphlets, fliers, billboards, signs, bumper stickers, or similar forms of written or online communication. Political advertising does not include individual emails or text messages; however, it does apply to mass emails and text messages involving an expenditure of funds.

Furthermore, educators can engage in political speech and activity in their personal lives as long as the conduct does not cause a significant and serious disruption at school. However, educators should not in their professional capacity attempt to influence a voter to vote in a particular manner or not to vote at all. In fact, the Texas Educators’ Code of Ethics specifically states that educators should not use institutional or professional privileges for personal or partisan advantage.

How do I protect myself?

As an educator, when it comes to civic and politically minded communications or interactions on the job, remain neutral.

Stick to the TEKS, approved curriculum guidelines, and related materials regarding lessons or classroom discussions.

Check in with your administration for questions about a topic, assignment or how to set up a debate or mock election.

Cover candidates and issues objectively in lessons without sharing your opinion or showing any political bias.

Ensure discussions remain civil and respectful. Be prepared to redirect conversations neutrally without penalizing any student if they get heated.

Encourage student voting in a nonpartisan manner.

Avoid using school resources, including work time, when engaging in personal political activities. Only use work email for work purposes.

Do not pressure students regarding any candidate or measure. Keep professional and personal speech separate, being mindful of work and non-work time. Consider whether any speech may be disruptive to your school community.

Only initiate persuasive communications about a particular party, candidate, or ballot measure that are aimed at colleagues or non-student community members when you are off duty.

If you choose to respond to a political question initiated by a colleague or community member, be clear in your response that you are speaking in your personal, not professional, capacity.

Remember that speaking in your personal capacity does not require you to conceal the fact that you are an educator or which district or school you work in.

Following a disappointing Texas primary election in March, it appears the Texas House will be far less friendly to public education going forward. Some of these races have been tight, and in such a unique election season, we have seen millions of dollars poured in from out-of-state donors to spread anti-public education propaganda. Originally attracted to Texas races as voucher proponents, these non-Texans continue to run attack ad after attack ad against public education-friendly candidates on issues completely unrelated to public schools.

You’ve heard that voter turnout is the key to getting legislators to listen and take education issues seriously, so the maxim “You must be present to win” legitimately describes our situation in the May 28 runoff election. Educators need to consistently show up at the polls not just to support our candidates but also to send a message to lawmakers that our schools and educators deserve better funding and compensation, respectively.

So where can you find information on races and candidates in your area? And who can vote in which primary runoff race?

In this episode of The ATPE Podcast, ATPE Governmental Relations Director Monty Exter explains the how, when, and why of voting pro-public ed in the upcoming runoff election.

You might be asking yourself, “Didn’t I just vote in March?” Well, we hope the answer to that question is yes, but public education is always on the ballot, and there are two more elections in the month of May that are just as important for Texas educators.

Early voting for the May 4 election runs from April 22–30, and depending on where you live, you might have a school board trustee, bond, and/or an appraisal district board election on your ballot.

Bond dollars finance maintenance, new buildings, sports stadiums, technology, and more. This can be especially important for school staff, too, because you don’t want to work in a building without proper air conditioning or heat. Contrary to popular belief, bond money does not pay teacher salaries, but school board trustees do make decisions regarding teacher pay, as well as approving curriculum and district policy.

Some of you will also have a primary runoff election May 28, and early voting for this will run May 20–24. And in this race, many of our pro-public education legislators will need your support.

With the huge impact that bond, appraisal, and school board trustee elections can have on our public schools, what more do you need to know, and what resources are available to prepare you for these elections?

In this episode of The ATPE Podcast, ATPE’s newest lobbyist Heather Sheffield discusses the upcoming May elections—specifically, the difference between school board and bond elections and why they matter for Texas educators.
